As of 6th April 2022, the Home Office has rolled out a new digital ID verification service for employers and landlords.
The press release issued on the UK Government website states that this new identity-checking system will make it “quicker, safer and more convenient” for employers and landlords to carry out right to work checks and right to rent checks.
Identification Document Validation Technology (IDVT)
This new digital identity verification system will allow employers, landlords and certified estate agents to carry out vital background checks on prospective employees and tenants.
This technology aims to enable these parties to conduct essential pre-rental and pre-employment screening checks on behalf of British and Irish citizens. Specifically, they will confirm whether an individual has the right to rent and the right to work in the UK.
The right to work and rent schemes are vital components of the Government’s efforts to tackle illegal immigration and those who exploit vulnerable migrants, as part of their New Plan for Immigration. The schemes intend to prevent anyone with unlawful immigration status in the UK from working and accessing accommodation. They will also aid the Government’s shift toward a predominantly digital immigration system.
Identity Service Providers (IDSPs)
Certified IDSPs allow people to confirm their identity and prove their eligibility to work or rent, all remotely. This will reduce costs and time taken during the letting and recruitment processes.
The same digital ID check procedures are being enabled for pre-employment criminal record checks, specifically DBS checks.
The working time and hours spent conducting these pre-employment screening checks will be significantly reduced as there will no longer be a need for physical document examination. Instead, the IDSPs will be able to carry out these checks on landlords’ and employers’ behalf, and do so at such a significant scale.

- Many other background checks are moving towards a predominantly digital setup, such as pre-employment DBS checks, so this new incentive supports collective outside efforts.

The Minister for Safe and Legal Migration, Kevin Foster, said: “Online checks make it quicker, easier and more secure for employers and landlords to carry out right to rent and right to work checks and stop those looking to abuse our immigration system.”
“These changes will make the checks more secure, quicker to do and will better support remote working practices.”
The Minister of State for Media, Data, and Digital Infrastructure, Julia Lopez, added:
“We are determined to seize the potential of new technology to boost the economy and make people’s lives easier.
Trusted and secure ways for people to confidently verify themselves online will be a game-changer and offer an alternative to time-consuming and complex paper-based processes.I’m delighted people will now be able to take advantage of our new digital identity trust framework to prove their eligibility to work, rent, or undergo criminal record checks.”
