The Vetting and Barring scheme - ISA Registration - Latest update 11th February 2011

The Government today anounced its plans for the remodelling of the Vetting and Barring scheme in to what it described as a more mangeable process. In essence, nothing will change until 2013 when the Criminal Records Bureau and the Independent Safeguarding Authority will be merged and a single, new NDPB or agency created.

All plans for The VBS scheme has been scrapped.

Whilst they are still finalising their plans it is clear that they intend to put the onus on employers to have a robust screening proceedure that is supported by CRB checks rather than reliant upon them. Basic Disclosure (Scotland)

A Basic Disclosure contains only convictions considered unspent under The Rehabilitation of Offenders Act 1974.

Basic disclosures are available to anyone, throughout the UK, for any purpose.

Standard Disclosure

A Standard Disclosure is a criminal record certificate as defined under Section 113 (3) of the Police Act 1997

As from 12th October 2009, Standard disclosures are now no longer available for those working with children or vulnerable adults. A Standard disclosure will now only reveal information which is held on the PNC (Police National Computer) and will no longer provide information from the government lists or the new barred lists.

Enhanced Disclosure

An Enhanced Disclosure is a criminal record certificate as defined under Section 115 (6) of the Police Act 1997

An Enhanced Disclosure is for posts involving greater contact with children or vulnerable adults such as a social worker or doctor.

Such work might involve regularly caring for, training, supervising or being in sole charge of such people.

Enhanced Disclosures are also issued in respect of other positions such as judicial appointments, and certain statutory licensing
